Well I've never seen that, but I do know that the county most of my great-greats and extended family hail from (Adams County) is the run-down drug county of southern Ohio. Not to mention I go to university in Nasty 'Nati. The state isn't exactly the greatest. But we do have the most astronauts or something cool like thatand observed interesting shenanigans like people smoking meth while driving on the highway
I've gotten drug-money solicitations in a gas station parking lot in Detroit, MI once though; That isn't exactly a great city to compare my state to, is it? 
"What is it about Ohio that makes you Ohioans want to leave Earth so damn bad?" is a statement I've seen that comes to mind.
