Ok so here is what i have found

This is for the people that have been keeping up with my problems. yes im still awake, and no. its not fixed.

The GPU wont work with the 6900 series drivers.
it also wont work with the 6990 drivers that windows installed.

The only way it will work is with the "Standard VGA display driver"

But i dont think with that driver its actually reading the fact that i have a 6950 card.
So im going to install a game and see what the quality is like. i may be surprised but i highly doubt it.

Im not sure what to do next. i need some help.

next step for me would be contacting the manufacturer or newegg for a rma or repair or something.

and then i see above this was another post saying it worked fine, could've posted that on this so i didn't waste a whole minute of my life
