Old computer trouble

I have a 1991 Leading Edge WinPro 486.
When I started it up it had some program on it that uses DOS. I was able to reformat the hard drive in FAT, but now the computer will not boot my MS-DOS disks. It Just says "Error loading operating system". I tried multiple floppy drives with the same error. The floppy drive does show activity, but only when its on the BIOS screen testing the memory, not when it shows error loading operating system.
Update: I formatted the hard drive again in partion magic. It's new error message is "NO ROM BASIC SYSTEM HALTED". How do I get an OS on the hard drive or boot a floppy on it.

I had the exact message on an 486 motherboard. Without the ROM its trash. Its a part int he motherboard that failed. On the floppy issue, make sure that the BIOS is booting to the Floppy, then the HDD. Error loading operating system - files are corrupted or missing int he hard drive, preventing it from booting. The partition may be corrupted too. I get that when I reformat and dont put an os on the hard drive.
 
I know what you mean by making sure it's booting from the floppy and then the hard drive, but there seems to be no option to do so in the BIOS.(1990 American Megatrend)
Also, I know it works because I used it before reformatting the hard drive, it's just now I cant boot the floppy disks to reinstall DOS.
Ok, I found the root of the problem, I uninstalled everything except the floppy drive. When I put a BOOTABLE floppy in the drive and start up the PC it says "DISKETTE BOOT FAILURE Insert BOOT diskette in A: Press any key when ready". When I press a key the floppy drive shows no activity, although it does show activity when the PC is first started.
-update-Just found a critical problem.
I created a MS-DOS boot disk from XP. I then put it in my old PC and booted it. The Disk did not boot, so I took out the disk and put it in my XP. The floppy needed formatting even though it did not before I put it in my old PC.( I have tried this with multiple floppy drives with the same problem) the only time my floppy drive in my old PC shows activity is at the BIOS screen, so somehow it must be getting corupted from there.
