will I be able to stream internet tv thru the HMDI on the video card onto my tv?? or is my computer too old to do things like that?

you will probably need a new PSU to add a GPU to that computer. However, if all you are doing is streaming to a TV, then you will be fine with that card. Any dedicated card with DVI or HDMI will be enough for it.

i'm just worried because the mono is a pci express x16 and the card is pci e 2.0 ... i understand the card might underperform, but will it be useable?

The card will perform as well as in a 2.0 slot. Even a GTX590 don't Fill up the original PCIe bandwidth.
