on board and pci doesn't show video

i have had the hp pavilion 7855 for a while now and it was working fine up untill now. It became too slow for anyone to use, so it hasn't been used for several months. Recently, I bought some more ram for it and a new ethernet PCI card. I am pretty sure that everything is plugged in and I know my motherboard is not shocked because the CPU fan starts up when i press the power button. Now, when I plug the vga cable into the integrated/onboard VGA slot, the monitor does not recognize it. I also tried to use a PCI video card (Radeon 9250) and plug into that but it still tells me there is no VGA input. I have tested this with a VGA cable that i KNOW works and a monitor that i KNOW works. Whhat should i do?
 
I would try resetting the bios first. Should be a jumper near the battery that you move over for about 30 seconds then move back or just remove the battery for a minute. Do this with the PC powered down and unplugged. Then hook back up to the onboard video and see if it boots.
 
Do you have another P/S or memory you could swap out to test it. Its just working your way around till you pin point the problem. But just because the fan powers up doesnt mean that the board is good. You said that with the 9250 PCI card you got atleast something on the screen about no VGA input. If you can get into the bios with the 9250 set your boot VGA to PCI, save and exit and see if it boots
