onboard or two, and screen settings too..

...i dont game, and i dont blue-ray on the pc altho i may add a burner one day. do i need anything more than my onboard Radeon 4200? would a video card really do anything for me? i know there are cards with diff levels of what they can do, so, what would a card do for me that i cant alread do? and what would it be?

also, ive got these little groups of red " looking spots when windows starts. like " " " " " " " " " " " " " " " " " " " "
"""" " " " " " " " " " " " " " " " arcross the entire sceen.
when i start an older video soft. program, windows interviens and changes it to windows basic and the spots go away.
my uneducated guess is a setting somewhere. windows, ati radeon hd 4200 (gpu nos?).

With a good CPU (Athlon II X2-ish) even a Radeon 4200 should handle blu-ray fine. I think you should just stick with it. The red dots might be a driver problem. Try finding a driver update for your card: http://support.amd.com/us/gpudownload/Pages/index.aspx

there was an update for the ati driver but didnt change anything. also uninstalled ati and gpu nos and still no change. onboard might be bad?

Hmm, maybe your HDMI cord? Maybe one of the ports has a connector loose? It seems like it's only happening with HD signals. You might want to try tweaking the resolution and refresh rate settings in the catalyst control center.
