One Core Slower than the Other?

Hello, I just installed a 3.16GHz dual core processor and I'm wondering why its showing that one core is slower than the other. In the Vista system viewer it lists the CPU as E8500 @3.16GHz 2.83GHz. Why is the second slower than the 3.16 it is supposed to be? Also, when using programs like CPU-Z, it shows one of the cores running at around 2GHZ. The same thing happens with CoreTemp. I'm just wondering if its running slower because of some form of power saving or if there is something wrong with it. Any help would be appreciated as I am totally confused.
 
the vista system viewer is stupid, don't pay attention to it. the thing causing your cpu to read 2ghz in CPU-Z is called EIST i believe, (been awhile since i was tinkering in my bios). anyways, what this feature does is slow your processor a considerable amount when your computer is not under load.

now, before you rush to disable this feature because its hurting your performance, know that in under a millisecond of a load, your CPU reverts back to 3.16ghz. the feature only serves to save power when your not using it.
