do they dumb down screen shots online? because it always seems that when i actually play the game it looks much better then what i see online. what are you opinions?
 
Depends on the game and the hardware being used. If you play Guild Wars you can tell that the armor or other players looks like crap when in a town, but when you go into an area with monsters their armor looks much better. That's the only relevant example I can think of.
 
Those quuick screens are not meant to be best quality there. Those are meant to get you hot about getting the game. The format is also different as well as resolution when those are made. If you post screenshots from a game here in the screenshot contest you will see a difference there at times when compard to actual game play.
