Operating Frequency problem

before all, pardon me if i am in the wrong section.

there's this pc, when turned on, it shows nothing on the monitor. then i tried to switch with another monitor, a newer one. it says:

frequency not enough
frequency: 28.7 Hz
operating frequency: 30 - 60 Hz

then the monitor automatically turn off for power saving after 13 seconds. problem is, i don't know where to set that frequency thing, if there's any.

any help would be appreciated

try swaping out the video card for another one, the set the resolution and refresh rate
