Opteron 165 overclock

Currently, I have it overclocked to 2.0 ghz (i know it is a little, i will do more), but the temps seem horrible. The BIOS tells me that it idles around 40 degrees. I have the stock heatsink/fan on currently but many people have said that the stock fan with the optys are pretty good. Why are my temps so bad? Once, I fix this, I plan to start overclocking more.

EDIT: Maybe the HSF isn't aligned straight/correctly with the chip?

You could try re-ataching the CPU and HSF and putting on some artic-silver 5 or something. Though 40 isnt that bad...i have an Athlon Xp that idles at 50! And the older AMD's (Operons were the last) did have heating problems. How biger OC have you done currently, like 2.0 GHz from what?
 
have you accidentally put it on and taken it off? if the thermal compound loses contact with the cpu, it needs a new layer, the air gets in there and contaminates it. i've done that before and when i tried fixing it temps dropped like 7C (with my old clawhammer 3400+ 754)
