My Optiplex 740 is Blinking 3 and 4 and how do I fix this, it wont turn on.

Based off Dell's support site it's a memory issue. Did it just do this randomly or have you changed anything recently?

Stick/slot is probably dying. Try to reseat each stick and one stick of RAM at a time.

Take it to your nearest friendly computer tecky and ask him to resest your RAM then pay him some money.
