Thanks for the help everyone. If all goes planned ill order tomorrow. I got part of the pc (case,mobo,cpu) and am ordering the rest. My budget can increase $2 max.

That power supply is not going to be powerful enough the power the 9600 I don't think. It'll likely work but you may get some problems, so my recommendation to you is to buy a better/more powerful PSU when you get more money.

Everything else looks OK.

I think the PSU will be just enough. Removed heatsinks for ram, tax is a little more expensive then I thought.

The PSU will only *just* be enough, 25A on the +12V rail combined. The 9600 GSO requires a 400W PSU with 26A to the +12V rail, and don't forget you're going to have other stuff on the +12V rail as well. The card will work but you may well get problems as I said earlier, or it may be OK.
