OS on HDD

Am I correct in assuming that the entire operating system is on the hard disk? If so, I should be able to replace the mobo, and, as long as the original disk is in the machine, I should still have the operating system, right?
 
My stepson bought an hp about 2 years ago and now it freezes at the splah screen. Hewlett Pakard techs have no idea (or won't tell me) what the problem is. We went through a lot of tests online to no avail. Logic would dictate that the cpu can't communicate. I was thinking of replacing the mobo, CPU, and memory. But, I was wondering if I'll still have the operating system (vista) if I use the original disk drive.
 
Have you tried doing a hard drive diagnostic by downloading and running the hard drive makers disk diagnostic utility?
