Outlook 2016 Won't Load on Windows 10

I am getting the following:

The file
C:\Users\Arnie\AppData\Local\Microsoft\Outlook\[my e-mail address].ca.ost cannot be opened.

Then I get this:

Cannot start Microsoft Outlook. Cannot open the Outlook window. The set of folders cannot be opened.

This is as far as it goes. Sometimes it give me a choice to open Outlook in Safe Mode, but even still will not allow me to do so.

I would like to get this problem fixed ASAP. Any suggestions?

Do you use email on an exchange server? This would be the only reason to have an ost file. You can try recreating the file by following this.
