overclocking problem

I recently bought a asus M2A-VM motherboard and a AMD5000 Black edition processor. I got this because of its unlocked multiplier. I changed the multiplier to 15.5 to get a easy 3.1 ghz. If I look at system properties it shows 3.1 ghz. To check to see how much this helped I ran a simple bench mark(super_ pi)..To my suprise I got the exact same results At the stock 2.6 ghz as I did with the overclocked 3.1 ghz. To check my cpu speed I installed amd's "cpu info" and (cpu-z). Strangely both of these report a stock 13 multiplier running @2.6 ghz. My bios clearly shows 15.5 multiplier. System properties shows 3.1 ghz. Wich one is wrong. I'm having a hard time believing I have overclocked the processor considering the exact same results on the super_pi benchmark. Does anyone have a clue what is going on.Thanks for any advice.
 
Thanks StrangleHold. I checked and cool&quiet was not disabled. Everything seems to be fine now since I disabled it. Thanks again.
