oversized icons and pictures

I have a Dell dimension 4100 with Windows ME............when I turned on my computer all the icons and pictures seem oversized and funny looking. There is adotted line around the screen and the graphics are out of whack. It kinda looks like its in safe mode but its not..........everything seems to work, just so large its hard to get to things. I've tried system restore and it won't work. Someone on another forum said on the display it should be in High color (16 bit)........I tried changing to that to see if it worked, but it won't let me change it............Also I am not very knowledgeable on the computer so any help would be greatly appreciated.........thanks, LOJO
 
You graphics driver isn't loaded properly making your screen resolution extremely low, it won't let you change res/colors right?

Reinstall the driver.
 
This problem is either as said, the display resolution is set to a very low one so you see everything very big, although I don't like this explanation because if you are having a new Graphics Card, the lowest possible resolution that you can work on is usually 800x600.

The other explanation is that someone or you messed up and activated the Accessibility option. Accessibility options are made for those who have problems in their seeing, hearing, etc...If you turn on the accessibility options for people who have weak vision for example, everything will go extremely large enough for you to see. Just disable it and get back to your normal settings. Turn Accessibility off.
