p4 3.2ghz temp. problem

the temp. keeps going up past where the controller on my desktop says it should. is there a way to reduce the temp. through the system? bio's? i have the factory intel cpu fan on it and the controller says that it can go faster but i dont know how to adjust it manually.
any help would be great
it runs from low 40's to mid 60's

i have decided the meter has to be wrong it is saying that the processor is running at -122
its a scoket 775, p4 3.2 ghz thats about all i know
