Depends on what P4. Prescotts can usually go past 4GHZ but they run REALLY hot. Northwooods/Williamettes... IDK. But generally NetBurst CPUs were failry good OCers.

What model number?
 
using the stock cooling i got my 3ghz pentium 4 to 3.2 / 3.4 ish
using decent aftermarket cooling and AS5 i got it to 4ghz

above that it started getting unstable, but i know with liquid cooling people have got 4.2+ on a prescott like mine

another box has one of the really late Cedar Mill pentium 4s and got nearly 8ghz using water cooling and 5ghz using decent air cooling.

all depends on what version you have.
