PC Chips, Quality, NEED BUDGET

What do you guys think of this board, I need budget, very tight budget. As you've heard me before, I am building for a local biz. I need budget but I cannot be embarassed by getting a DOA and needing to RMA. So if you could check this out for me.

I'm not a huge fan of PC-Chips. I've had my issues with them in the past. As for the board itself, I don't know much about the chipset, it uses AGP, and it's a combo(RAM) board. Lots of things I don't like
