PC crashes when I try to install anything

As said, it just restarts. I'm trying to install an antispyware program to tidy up and then I get this.
 
All my physical drives have at least 35gigs. I have a partition drive that has only 900MB but never had any probs. w/ it.
 
is the microsoft installer utility upto date?

i had a problem with one of my computers in the past where it got corrupted and i couldnt install many programs. had to goto the microsoft site, download it and install it or something like that.

but it was years ago and thats all i remember about it
so i cant provide any other help or info about it.
