Pc for streaming movies and TV shows

Hey guys, need help building a pc. Recently they brought out Netflix in Australia so I decide to join up and try it out. Because of being in Australia the movies and TV shows are very limited, from what I read. So I need a pc to stream Netflix so I'm able to access the US Netflix in Australia, what's the cheapest possible way to do this?

If all your going to be doing is streaming then just go buy one off the shelf at a store, don't need anything fancy for that. Unless you really want to build one, in which an AMD FM2+ build would work for you.

Using a proxy to stream US Netflix is against their Terms of Service

I understand your not exactly supposed to use a proxy, but have you seen the amount of movies and tv shows they have in Australia on netflix, it's nothing compared to the American one. Anyway what computer would you guys recommend I buy instead of building one, I would rather if it's fairly cheap I'm on a tight budget. Around $300 maybe $400.
