PC help FF and IE don't work but skype, email, irc, im do.

First off, thank you for looking at this and attempting to help me even if it doesn't work. below are all the log's and a description of the problem

Problem: Downloaded a setup.exe file launched it nothing happened next thing I know FireFox and Internet Explorer aren't working giving me "Page Load Error Connection Interrupted The connection to the server was reset while the page was loading. The network link was interrupted while negotiating a connection. Please try again." Yet Mirc, email, Skype, MSN appear to be working fine. I've ran ESET smart security full scan came up with nothing I did CCleaner as well. Nothing looks out of the ordinary though I don't know if this means anything but my IPv4 connectivity is Internet and my IPv6 connectivity was local but then I did a system restore it then said limited. Also, system restore gave me this error "An unspecified error occured during system restore system restore did not complete successfully. your computer's files ad
settings were not changed.

An unspecified error occured during system restore." I tried system restore once again in safe mode and got the same error I used an even earlier restore point as well. In safe mode with networking both FireFox and Internet Explorer both work. I went back to normal boot and uninstalled any add-ons I had and that didn't do anything. Also I'm pretty sure it wasn't like this before but under the local area connection 2 status the activity is like 858,000 bytes sent to 3,685,000 bytes received which seems like to huge of a gap and I'm not downloading anything I know of at least. The computer having the problem is a wired connection, my wireless laptop (which I'm typing this on is working perfectly). I can also still use the command line and ping a website and get all 4 packets back just fine and in normal time. I've also restarted the router and the modem by unplugging them then plugging them back in 30 seconds later.

goto internet explorer->tools->internet options. In the connection tab, select LAN settings. In that check that the proxy server option is unchecked. If that is checked, uncheck it and select automatically detect settings. Often, malwares add a proxy adress to divert ur internet. Then exit the Iexplorer and try opening a page.

Yeah, that didn't solve it and it was already set to select automatically detect settings, I also did the same in Firefox and it was already set to that as well. Now what?
 
are you getting a DEP error when you close them down? i had this problem a couple of weeks ago i downloaded something that must have been bad. after running antivirus and spyware removal they disnt show anything so i did a system restore and everything went back to normal. have you recently installed anything new?

When I closed down what? System restore wouldn't restore all the way it would give me this error "An unspecified error occured during system restore system restore did not complete successfully. your computer's files ad

Well I've described everything so I'm too sure what part the "do not work" refers to.

does it start up at all?

If it does start is it just a white screen saying "done" in the bottom left?

Does it have the "cannot display page" message?

is it just one specific site?

Is it just on 1 system?

Does it crash when the browser opens?

Will the browser just not open at all?

Is it that e-mails, skype etc connect to the internet but browsers don't?

See that i mean by what does "does not work" mean ;) ?

does it start up at all?

FireFox: Yes, perfectly fine and in the normal time

Internet Explorer: Yes, but I don't use IE so I couldn't tell you if it was normal but it was just as fast as Firefox almost.

If it does start is it just a white screen saying "done" in the bottom left?

FireFox: No not a white screen but it does say "done"

Internet Explorer: same

Does it have the "cannot display page" message?

FireFox: No, the title says "Page Load Error" with the web page saying "Connection Interrupted The connection to the server was reset while the page was loading. The network link was interrupted while negotiating a connection. Please try again."

Internet Explorer: Sort of, it says, " Internet Explorer cannot display the webpage

Most likely causes:
You are not connected to the Internet.
The website is encountering problems.
There might be a typing error in the address."

is it just one specific site?

No, it appears to be them all I even tried spam websites, porn websites, everything I could thing of.

Is it just on 1 system?
Yes, my three wireless laptop works perfecting fine.

Does it crash when the browser opens?

FireFox: Nope I can leave it up till I close it

Internet Explorer: Same

FireFox: Nope it opens just fine. Is it that e-mails, skype etc connect to the internet but browsers don't?
Yes it is, I think it has something to do with IPv6 being limited and IPv4 being internet. Also under network and sharing if I enable the networt connection then view status the bytes incoming in just a couple minutes total into the millions while outgoing are about 300,000

And I don't know why lots of bytes would be incoming could I be getting attacked or my computer turning into a zombie computer? Maybe a DDoS?

I have also noticed today when I got this information for you wand I went to go disable my network and then shut down my system it says warning a program is stopping your computer for shutting down then asking if I want to force shut down the program still running said "com server"
