PC not booting up?

I currently have my friends PC. He had a power outage and ever since then, the PC has not booted up. When I turn on the power, the power supply fan spins and the CD ROM and Hard Drive respond but nothing else happens. No monitor response, no mouse and keyboard and it doesn't seem as if the computer is booting. Any ideas of what can be wrong? Can it be the motherboard is no good?
 
What kind of laptop is it? Are you booting with just the battery, or with it plugged in? Hold down the power button for like 10 seconds when booting up. Also, try tapping f8, or del, and see if anything comes to the screen.
 
It's a desktop. It's a emachine T1140. I have tried to boot with the memory out of the PC to hear any beeps and no beeps occur. I have disconnected teh CD ROM and tried booting but this also did not work. I have also tried booting with no keyboard and mouse connected and again no beeps. I get no display on the monitor and the light stays amber on the monitor. I have tried holding down the power button and pressing F8 or DEL and still no response.
 
Posssible one of your components may have gone bad. i would first try removing your video card, than putting it back in, and make sure its snug. Than check your monitor cable is firmly in place, and give that a try. If theres a fan on your video card, can you see if it is working when you power up the computer?
 
Video is integrated. I did try installing a Video Card and had the same problem. THE CPU Fan is not spinning at all. Can this cause a boot problem? I get lights on the CD ROM when I press the power button. I get no beeps at all when I try to boot with no memory and keyboard or mouse.
 
If the machine is under warranty, i would first call emachines and see what they can do about it. If you take these next steps, they may viod any possible warranty.

I would consider 2 things, a faulty mother board or psu. You could test your psu with a psu tester or by jumping it, not so sure about the mother board though.

After you start the computer, does it stay on, or does it shut itslef off? When it is on, what componenets are working?
 
PC is not under warranty. I have no PSU tester. How can I jump it to test it? I personally think it's the mother board because I get no beeps and nothing seems to respond. When I turn the PC on, I get no video and the hard drive does not spin until I disconnect it from the mother board. I find that weird. The CD Rom gets lights but does not respond. Mouse and keyboard do not respond.
 
Thanks lynx6200. I will run out and buy a PSU tester and see what happens. If the PSU test successful then I will tell him the m/b is bad. I wouldn't think a power outage would cause a bad m/b either, but I can't find anything else wrong. Should I just replace the power supply anyways and the CPU fan?
 
Just need to figure if it has a 20 pin or 24 pin connector, most of those testers will work with both, that first one i posted does anyway, thats what I have.
 
I went out a bought a PSU tester from CompUSA. When I test the power supply, all the lights on the tester come up green.
 
is there a pg light on the tester, that green right? That owuld mean your psu is good, may have to test the m/b somehow, hrmm, i dont know of any ways to do that, but I think some places might a have some card you can put in the pci slot that tests the devices.
