pc problem

Hello guy first time poster. I have a big time problem with my pc. A friend and I put it together a month ago and today it stopped working. I had no problem prior to this.
This is what I notice:
It turns on.
Monitor stays in sleep mode and it gets no signal. PC does not boot, HDD doesn’t seem to be boot up.
I opened it up and everything seems normal BUT the heat sink fan, it was not turning. It kind of wants to turn but it doesn’t.
I’m worried my processor went bad, that’s not normal right? Heat sink fan should always be spinning even went it’s not under load?

For a normal running system to suddenly go without seeing the cpu and other fans at least start to spin it could be the board that is the actual problem. Usually when a cpu goes bad a constant series of audio beeping is heard or a visual message will appear onscreen indicating cpu failure.

The other thing to test there would be the power supply to see if the transformer went. Try that on another system if possible as one way to further isolate that or the board as the problem.
