PC reboot freeze

there is a fustrating problem i am having. every time i turn off my comp via my PSU switch, it locks up on power saving mode for some reason. to repair this problem i simply remove and reinstall the heatsink for my cpu and it works fine. this fustrates me though because i need to reapply my thermal paste more often.

could anyone tell me the cause of this problem?
 
can't you just unplug the power supply from the wall? Would seem to be a lot easier than reseating your heatsink, that or don't turn it off from behind the psu anymore

Why do you close your computer with the PSU switch?
