PC shuts down when trying to run DVD

Hi,
My desktop shuts down when trying to read or write a DVD (not always). It happens on either one of my 2 DVD_RW drives. The funny thing is that the "power led" keeps being on and I can't turn the PC on even when I turn the power supply off with the switch. What I have to do is to take the power cable out, wait until the power led turns off and only then I can turn my PC on again.
Any Ideas?

when you unplug the ac cord and try to start without that in you discharge the capacitors inside the supply itself. The term for that is simply recycling the supply. And that is where the problem seems to be over any faults with the optical drives themselves. When going to write a dvd the demand is then placed for power by the drive onto the supply apparently failing on you.
 
It does sound quite a bit like a flaky supply since unplugging the power and then seeing the system seemingly starting up normally points that way. If you had one to borrow to test this out you would know right away. That seems to point at a weak cap in the supply itself there.
