so this pc his pretty good imo my dad said we might build it for christmas or something and for 700 (w/ monitor) is relly good imo so can i expand it to a like rx 480 and i7 and 32GB Ram later on and stuff???

Yes. That board supports up to 64GB.

No because it's an AMD motherboard. You'll need to replace the motherboard with an Intel motherboard if you want to upgrade to an i7. So a suggestion would be to build it with Intel now and get a mid-range i5 or something and upgrade the CPU down the line.

Why are you set on an FM2+ platform? AMD's processors are pretty much garbage right now for anything beyond a super low budget build. Look for an i3 set up. 16GB of RAM is also useless if you have a budget like that, 8GB is fine.

BTW what is your friend running, A roasted pistachio wrapped in copper wire? You're going to curb stomp him with an i3 and a 460?

And yes, the i3/460 build will be fine. If you could squeeze an extra chunk of change in there and get a low-end i5 off the bat it would be even better.

i added cheapest i5 also he has a10 the same gpu 2tb harddrive and 1 tb ssd also i think 8gb ram

I would go for a SSD rather than a HDD, OS will lad faster, same with games and pre much everything, really helpful in the long run

I would chose a black drive after personal experience with blue drives. Also, an SSD would be great for the OS and programs or some games you want to run fast. Here's what I picked out. http://pcpartpicker.com/list/RZ8wFT

Keep in mind that if you chose two drives to install Windows with just the SSD installed first then connect the Western Digital otherwise the boot loader can end up on the second drive.
