PC turns off and back on.

After OC my fx 8350 from 4.0 to 4.3 my pc has started to turn off and on when you first power it up. It's only for a split second but it doesn't seem to effect anything. it also doesn't reset every time while being powered up its kind of 50/50 it will do it. Will this at all effect the health of my pc?

I'm using a gigabyte fx 990 MOBO and for my CPU I just changed it from 4.0 auto to 21.5 which turned it up from 4 to 4.3 I didn't change anything else.
