PC will not turn off

Ok guys my friend has a pc that will not turn off It keep turning back on. Could it be a trojan should I just start fresh os. Or could it be just a bad pc
 
ur friend huh?? :) lol, just kidding.

well first ur friend needs to see if his computer can be turned on by his internet connection. what kind of connection is he running?

also, he is hitting the shut down button, not the restart button, right?
 
Yeah, sometimes the shutdown button can be set to make it restart. I don't remember exactly where you can check that, it may be in Control Panel.
 
Yes it my friends and the pc is a presario and when I gfo and do the shut down on the start menu it just restarts
