Pci Slot fan.

Well depends on what kinda of heatsink the card has. If it's one of those single slot blowers, then a PCI fan would work against the fan on the card (the blower is sucking air out and the graphics card fan is sucking air in). If it's a fanless heatsink then place the blower right underneith it.
 
I would probably put it in the direct solt across the Video Card, I mean I guess it could do some good overall venting in the Case but I'd put it right over the video card because that will trapt most of the heat escaping and vent it out.
