Pending and uncorrectable is 196

Hi, someone is selling HDD which has 196 pending and uncorectable. So it is definite that drive reached 99% of their realocated sectors and now next sectors are going to be left to damage my data?
If i run windows scandisk with bad sector search and repair, it will not help right?
 
Since its a western digital drive run their diagnostic tool on it and run the full test.
 
I'd probably consider something else personally, how much is it?

It already has ~3.3 years of power on time, existing errored sectors and no warranty. The cuts would have to be pretty steep on price to even really consider it.
 
beers: I think this drive might be sold for 5-15 usd. It is an auction. I would use t for just one-time backup probably

john: Thx for advice, this is not my drive. Do you have any good argument to do it so i can ask the seller?

I wanted to ask

Question A)
what means offline uncorrectable and pending sectors having same value of 196 and data 1465? Does it mean that it was not veriffied that these 196 is certainly faulty, pending can return normal state after being re-veriffied?

Question B)
reallocated sector count is 140 if im correct, does it mean that i have 60 sectors remaining and then new bad sectors will not be able to be isolated and will cause trouble (errors) when writing new data to the drive? PS: maybe i can still isolate them using mentioned http://www.sj-vs.net/forcing-a-hard-disk-to-reallocate-bad-sectors/ ?
