peripheral problems

hi there, i have a problem that if i power down my pc, and unplug the usb devices like keyboard, mouse and microsoft xbox controller wireless reciever, then plug them back in after a while, i.e after i have done something to ma pc like change out a hdd or something, they are not recognised when i power the pc back up, does anyone know what is wrong, because now i still cant get my mouse and wireless reciver to work, although im using another mouse atm.

Usually if you plug it into a different USB port than it was in before, it needs to reinstall the drivers for that device.
 
The mouse just started working but the Microsoft Xbox wireless reciever has had problems with lots of people of a tiny fuse blowing so in need to fix it.
