Phenom 940. What's best CPU cooling?

AMD Phenom™ II X4 940 Quad-Core Black Edition 3.0GHz w/ 8MB Cache. AM2+

What would be the best air fan for cooling? Something that would maximize in lowering the temperature when OCing. But also silent and durable. Nothing to expensive, around the range of $30-60 CAD.
Please help me out and give some input. Thanks :D
