PHP Script needed

I have been trying to modify PHPBB3 so users could only see certain posts, but I don't think it will become what I need it to. So, now I am looking for a Content Management script that will allow me to set each post for certain users.

The script must be free, as I have spent too much money on the business already. Trying to find a PHP script like that has proven exhausting. I am hoping someone knows of a PHP script like this.

You can create user titles and then give them access to only certain sub-forums.
Or you can also set sub-forum passwords.

I would rather have a PHP script that would be a cross between a bulletin board, a classifieds ad script, and a (news-type) article script.

Kind of a cross between Kijiji and a bulletin board. I have used Joomla! in the past. I will see today if it will work for me.
