PIP won't allow cable and VCR at one time

I noticed that while using PIP (Picture in Picture) with my new TV (Polaroid 3232 LCD 32"), it won't show broadcast channels from the cable antenna(SD) and the VCR tape at the same time. Is this true with other TVs' PIP?
I can see cable channels and DVD player at the same time in PIP. Or DVD and VCR at the same time. But not antenna & VCR, no matter the VCR is connected thru composite, S video, on the back or on the side inputs. Anyone has this same experience?

The DVD player has component out, while the VCR only has composite. So can't make that switch. But I tried S-video and side composite to the same results.

Why would a second tuner be needed if the feed is from a VCR which has its own tuner or just playing tape?
 
Your VCR is connected to the cable/coax/antenna input, correct? You're using the TV's only tuner that way. If you want to actually use both tuners in the TV and VCR, you'll have to hook it up to some input. The TV's already using it's tuner for Channel 3(typical channel for the VCR) so it can't display anything else.
 
Actually the VCR is connected to the TV with composite RCAs. So the TV is getting cable signal thru the coaxial antenna input, and line input from the VCR. Does this line input(composite RCA) use a tuner?
