Please can you help?

Heya would anybody please be able to advise me on a programme that will completely block my computer ip.
I was recently barred from a website through no fault of my own.I changed my internet provider and therefore my ip was also changed.
However i wish to remain completely invisible not only to this site but to any site i visit.
Is there a decent firewall that will do this or an ip changer programme.
