please help-heatsink

Hi guys! My heatsink easily gets hot when I use my computer. Will it affect my CPU? Or it is just normal? If it's not good then what is the best way to treat this problem? I've already provided a fan inside my CPU in order to regulate the temperature, but its no good. By the way, my processor is pentium 4 2.8; MB is P4PE-X. What is the normal temperature of a CPU?
 
the heatsink should get hot, thats what it is made for, it "sucks" the heat off of the CPU, then the fan ontop of the heatsink is to help cool off the heatsink a little.
