Please help me diagnose this issue.

First, thanks for taking the time. I really appropriate it.

Here's my issue, I'll list the symptoms followed by what I did and what happened after.


Symptom:

1)my mouse started behaving a little oddly (clicking and holding when I only click or doing wheel clicks)
2) brushes not working properly in Photoshop (they stop mid stroke and will undo after the stroke sometimes) laso tool also not working
3) After 2 starts happening, when I Open PSD files photoshop will start but will not open the file.
4) sometimes when i try to watch videos on websites, i click full screen and it does nothing
5) my wacom intuos tablet is often not recognized.

What I did:
1)restarting my computer will help but only for a short time
2) checked computer temps, everything looks fine. Even opened it up and ran a fan on it but nothing changed.
3) made sure my drivers were up to date.
4) took the ram out and re-installed it. Idk why I did this but i know nothing about computers and thought it was worth a try.
5) Ran Nortan anti virus full system scan. some threats were found but all were resolved.

after all that the problems were still unsolved
6) I back up the important stuff and tried to restore my computer to a previous state several times but no attempts were successful.

after the restore attempt problems got much worse. the wifi said limited internet and many programs like google chrome would not even open. Computer became very sluggish.

7) There was another restore option to basically return all apps to it's default and delete all programs that didn't come with the computer but still keep all the data files. like music, pictures, videos...ect. I did this and after many many hours of getting my computer up to date I'm still having symptoms 1-5 but less often than before.

Does this sounds like a software or hardware problem? How would you go about it?

I'm running the HP Envy 1534 all stock.

I recently tried disconnecting my wireless mouse and keyboard and that seemed to have solved a lot of problems. I guess their drivers could have been conflicting with my Wacom Intuos driver but it's odd that this problem showed up for the first time in over 2 years of heavy daily use.

Things seem okay now and I'm able to get my work done but I'm being very careful and backing up my work constantly. I'm also looking into getting a new computer soon.

There's one more thing that's concerning to me. When I open the task manager and go to performance my CPU is usually only reading 1.3 - 2 GHz. Is it normal for my CPU to run slower if I'm not go giving it a heavy work load?

It's called AMD Cool N' Quiet software. It keeps the processor cooler when not under any load but it will ramp it back up when needed. Intel Speedstep will do the same thing on intel based machines. Keeps the machine cool and extends the life of the processor.
