Please Help Me!!!

my mom is in new zealand and she wants to buy a computer for no more than $750 (us dollars). wuts the best computer she could buy for this price. she wants it for everyday purposes like internet and email (no games). if you know a good website about buying computers in NZ, that would be of great help too. she read out some details of a computer..as following:
1.3GHz, 40GB, no floppy drive, 24X DVD ROM, 256mb RAM,56K modem
i knew a lot about computers few years ago, but havent kept track of all the new speeds etc that have come to the new market in the last 3 years.
do u think 1.3GHz is slow? she only wants a computer that has an average speed, not superfast, for a reasonable price. there's no floppy drive, thats a bit dodgy isnt it. 24X is too slow is it?
basically she wants a laptop or desktop for everyday use and should be of OK speed, so she doesnt have to wait ages fort programs to start, like one old computer we had a while ago. please provide me with some basic info on the best speeds , memory and RAM of modern computers in the market cos i dunno wuts new. i used to have a 700MHz computer which was very fast during its time when i got it. since then ive lost track of the new models.
please provide me with some basic info.
 
What kind of monitor do u want? 750 is a lot for something with those specs if you are willing to get a 17 in. CRT.

Since Newegg dont ship to NZ, ill take your budget as 650USD to account for price differences

That system is pretty good but does this $650 need to include a moniter and OS?
1. I didnt (and wont ever) include the OS as apart of a HARDWARE spec
2. If you compare my working budget with his working budget, i dropped out the LCD and case.

yea shes just looking for a normal desktop or laptop computer with an average screen(15" at least) and normal speed (not too slow, yet not too fast). how much will it cost. just to hook up the internet. what measures should she take so that the internet speed doesnt get too slow. any tips? for one thing, i heard that its good to go for a local internet service provider, as if they are far away, you might hav to pay long distance call charges. any tips like that when buying a new computer that i should be aware of? 56k built-in modem is of average speed right? or is it too slow nowadays? sorry i havent been in touch with technology the last 3 years, so i dunno head or tail about whats slow or whats fast nowadays. please advice me on this. just a few b asics i need to know.
