Please help, power issue

I have two identical motherboards, two 512Mb ram, one 2.8ghz cpu, and two different power supplies(420watt and 520watt). I've traded out all extra hardware in all combinations of the above and the system can get full power up to ram testing and it suddenly powers off. If I try again, the time it is running is decreased to where I don't even get enough time for display, then if I try again the system doesn't even start until I unplug it and plug it back in and wait a while. I realize this is a power issue, but both power supplies do the same thing with both motherboards. I have tried connecting straight to a wall outlet and through a surge protector. Can anyone give me a solution, it would be deeply appreciated.
 
There's always the outside chance that both PSUs are faulty, but I'd check your CPU temperature first. Given the symptoms you've described it may be overheating.
 
I will try testing my cpu from the computer I'm using now and see. I have given weeks between testing times with all the extra hardware I have had to buy for it, so unless the cpu can overheat in less than 20 seconds, I believe it must be something else. I will repost with what I find out with a known functional cpu. Thank you for helping.
