For a good number of additional links to look over at Microsoft, although may be addressing Outlook 2002 or NT or even another version of Windows, simply type in the error message "This operation has been canceled due to restrictions in effect on this computer.please contact your system administrator." just the way posted it here at the "search all of Microsoft" on even XP's home page. The one posted here was the closest but not the only one that could see a solution.

thanks i'll try that, I would change my email client but i payed alot of money for microsoft office 2003 ,and i dont really like web based email. but thanks for that. :D

One method you could try is to open Internet Explorer and go to Tools drop down menu, choose Internet options, then the Programs tab, and then choose Reset Web Settings. Click OK and close the dialog box. From the Run prompt off of the Start menu type in "regsvr32 /i shdocvw.dll" and press the enter key. Another search at MS came up with this link. http://support.microsoft.com/default.aspx?scid=kb;EN-US;q177054
