Poor performance

I didn't know exactly where to post but since this is pretty general I thought I'd post here.

The problem is that I get worse performance in games and software than I would anticipate. E.g. in Source based games I get an average fps of 25-40 with high settings in 1024x768, no AA or AF turned on and HDR off completely. The system is in my sig, plus 256Mb more RAM. I would expect to get better performance because a friend of mine gets better performance than I do and his computer isn't that much "better". He has:

AMD Athlon XP 2600+ (1.9GHz)
1Gb DDR RAM
Radeon 9600XT 128Mb stock settings

When you compare that to

AMD Athlon XP 1800+ OC'ed to 2400-2600+ (2.08GHz)
768Mb DDR RAM
X800GTO 256Mb RX OC'ed to 500/475

You would expect slightly better performance from my system, but alas it isn't that way. Drivers are up to date and the temperatures aren't high. According to System Requirements Lab our computers were basically equal in F.E.A.R. among others, but they're estimates are theoretical.

EDIT:
I just ran 3DMark05 and I got 4534 with 1024x768, no AA and Optimal filtering. PS 2.0b and VS 2.0.

Maybe your running pixel shader 2.0 and hes running 1.X?

EDIT: Nevermind, the 9600XT also runs pixel shader 2.0.

I just bumped the FSB to 180, still worked but then at 185 the computer wouldn't start and the diagnostics leds showed a "full" system failure. Brought it back down to 180 so now my processor is clocked at 2,08GHz.

EDIT:
Tried to run 3DMark05 but the damn program crashed suddenly after the 3rd game test.

Is you OC fully stable? Can you run through Prime95 without any errors.
