Possible Motherboard issue?

I'm having some serious problems with my Biostar motherboard, this afternoon, I shut down the computer to install a new PCI wireless networking card, after installing the card in the PCI slot, I hit the power button, and the computer booted to the BIOS screen (The one that says hit Delete to enter BIOS) and froze. If I hit Delete, nothing happens. It's done this before, and last time we just reset the CMOS and it worked, but this time, it didn't fix it. I've tried booting without HD #1, HD #2 and without either HD. I've tried using integrated graphics, didn't work. I've tried removing sticks of ram, nothing. Any ideas?
 
Did you (unplug the P/S) or just shut it down, on a ATX theres still power on the board when its pluged in. You should unplug it and hit the power button a few times to discharge it. Did you try to boot without the wireless card?
