Possible Video Card Problem

I mainly use my PC to play World of Warcraft and do normal web browsing, listening to music, and watching videos. Everything was working fine until about a week to week and half ago that I started noticing low fps issues, averaging about 2 fps while playing WoW. First thing I tried was running a virus and spyware scan, then updated my graphics driver (I have an nvidia and am aware of the problem they were having with their driver. Uninstalled the driver and reinstalled the latest working one) then replaced the CPU fan because I broke one of the blade by accident when cleaning it. I am still having the same issue and have no idea what can be wrong. I do not know much about computers and would like any recommendations on next steps to try or should I just replace my video card. I ran OCCT last night to test the temperatures. It started off around 60 and I stopped it once the temps got to about 85. Throughout the whole test I averaged about 3 fps. PLEASE HELP! Specs are below:

MOBO: ASUS M2A-VM
Video Card: NVIDIA GeForce 8400 GS
I think the Processor is a duo core, 2 Ghz and 2Ghz of RAM
 
To be honest the 8400GS is not all that good of a card, plus running hot like that. Look at the card and see how dusty the cards fan is. If so clean it out and see about bumping the fan speed up. Need to get the temps. down.
 
The card that I have just has a huge heat sink. I was thinking about getting a pci slot cooler to help cool the card but if the card is going bad I'd rather just buy a new one.
