I got a new case and decided to put the mobo in it. Shouldn't a computer turn on as long as RAM Graphics card and CPU are in and the 20pin PSU is connected and powered on? I press power button and nothing..... I just want to see if it works. Do i need anything else to have it turn on?

NEVERMIND!!!! I made a real dumb mistake...... I forgot to screw in the spacers so the mobo was screwed directly onto the back of the case. prolly causing a short

that should not matter, the case should have a "dimple" that rises up to meet the board , where the screw goes through the mainboard. Around the screw hole it is silver, this is the ground plane, and should touch the dimple of the case. I would check to make sure you have your on/off switch on the right pins. you should not actually have an isnulator on either side at any of those screws. If you do not have the "dimple" type case , just a flat bottom, yes you need spacers.
