Power question

I see power supplies that have 40 amps on +5V rail,
but only 16 amps on the +12V rail.

How much power does a motherboard with CPU really need?
One source estimated motherboard at about 30 Watts and
CPUs at 100 Watts. Do these values seem right?
 
What cpu do you have? My cpu, amd 64 2800+ uses a max of like 89 watts or something. I don't know about the estimates on watts, but 16amps for the 12v rail is kinda skimpy.
