Power Supply Dead?

Okay, My Brother had his computer on over night, the next day, it was off. When i unplug everything and replug it in the back ethernet light will turn and stay on. Then when I press the power button everything starts working (fans turn on/lgihts) for about 1 second then everything dies, is it the power supply or maybe the case? It's a computer I built myself,

AMD 64 3200+. 400 watt power supply. 1 Gb of ram. 256mb 6600xt Videocard.

Hotwire the power supply (hook together the green and a black wire on the motherboard connector) this will turn it on. Use a voltmeter (if you have one) and see what the voltages are.

Or, if it doesn't turn on, then it is dead.
