power supply is blown up???

My cousin is having this weird issue..I believe it's a power supply but just want to see what ya'll think..

her computer won't turn on (Desktop/Dell), she can hear the fan and can open the CDROM but that's about it. She used the computer yesterday and that's when there were lightning and thunderstroms but the computer worked just fine..and now today it won't turn on.

Is it possible that power supply can still supply power to fan and CDRom but it can't turn on the power supply?? Any advice??

I believe it's possible that it might have fried a thing or two in her computer; such as the cpu. Cause the cd-rom is conneected to the Powersupply directly, and it opens, so the PS is ok...but if the fan on the mobo is working, but it's not turning on, it's leading towards a CPU...could even be the motherboard....

~ even though it was working night of the storm, electrical surges can happen after the storm that can affect the computer.
 
There was a thread like this about 3 days ago about someone who had most of there PC fried due to electrical storm. I think we managed to determine that the mobo, CPU, RAM and any add-in card/graphics cards would be fried. If the mobo is dead then it is 90% likely that anythin plugged into it will be dead too.
