Power supply question, please help.

Lately my PC has shut completely off on me, I found out the reason was because it needs a 5V power when its only getting about an average of 4v. Smartguardian came with my CPU and you can't edit the power that you need on like some CPUs. I was wondering if there is anyway that i could lower it so i it doesn't cause this problem anymore, or do I really need to go out and buy a better power supply?
 
If your 5V rail is really only providing 4V (and software measuring tools will sometimes provide incorrect readings), there's nothing that can be done from a software point of view - you'll need to replace the power supply. You can check the voltages with a multimeter, but if it's shutting down on you randomly, the PSU is a very likely suspect.
