Power supply

I am building a PC and I had a PSU picked out but it is now out of stock and I am not sure of the model plus I want to buy all my stuff from newegg.com.
I wanted to know what you would recomend? I was looking at the thermaltake ones but lots of people complained about fan noise. I think a good 400watt would be fine but here is what I am running,

and a 120mm fan and a PCI exhaust blower.
 
thermaltake ones are not any louder than the average power supply, plus they have a fan controller that comes with them :)
 
Also about the fan controls, it comes with one for the fronmt of the PC and one for a PCI slot. Is that just for personal preference or do I need to instal both? If not I will just mount the one that goes on front with the cd drives. How do I know what speed to set the fans on?
The fan controllers (without fancy rewiring) are mutually exclusive :)
